About the Founder

For nearly 20 years, prior to returning to Texas 5 years ago,  Donna has  lived in Phoenix, AZ. She has experienced first hand working with victims of sex trafficking, both minor and adult victims, in coordination with the Phoenix Vice Unit and FBI.  Since her arrival to Texas, she has worked in coordination with the Department of Homeland Security in Dallas, Smith County Sheriff Department, Tyler Police Department, and surrounding Law Enforcement Officers from Dallas High Risk Victims Unit, Longview PD, FBI Shreveport.

The PREP Home, a home for adult victims of Sex Trafficking was opened in Tyler from 2013-2017. Young ladies received full care plus their High School diplomas and many entered college during their residency at The PREP Home. The outreach arm of the The PREP Home,called Rescue and Restore,will always answer the call to assist a victim in need. However, R & R is now focusing on the middle school program called 'The Set Up'. Donna helps with curriculum development and leadership to achieve the goal of brining Awareness and Prevention to our young teens and adults.


She was one of the original board members who founded the organization called 'Streetlight' (www.StreetlightUSA.org ) which is a 48 bed safe house facility for minor victims of  sex trafficking and sexual exploitation in Glendale, AZ. She also has provided care for hundreds of young single mothers and assisted with victims of domestic violence and abuse while living in the Phoenix Valley. She was the Arizona State Council Coordinator for the Teenage Mothers of Preschoolers program, winning a National Award.


          Donna was called to the mission field as a young adult.

 It was there that she first witnessed sexual exploitation while living in S Korea. 

Donna has served as a missionary in Japan, Korea and Chile. She has also done short term work in Taipei, Swaziland (near South Africa). Her travels have also taken her to Central America, Argentina, Paraguay, Mexico and Canada.


Additional to her work in the field of Sex Trafficking, Donna was in Real Estate and Lending for nearly 15 years, as well as Business Development and Sales. She has been blessed with a very large and wonderful family. She is married to Don Fraser, who Is a Retired Naval Officer/Aviator, an Insurance Adjuster, and a Bible study class teacher at Green Acres Baptist Church.  Don was formerly the Director of Alumni Relations at Grand Canyon University in Phoenix and a former Board Member for 'Streetlight' in Phoenix. Don has been a caring father to most of our young ladies. He continues to help Rescue and Restore as the President of the Board.


Donna Fraser is a native of Dallas and she is excited about returning to her Texas roots and working in the beautiful Piney woods of East Texas.




Karen Altom--Curriculum Development and Training


We are blessed to have Karen on our team. She comes to us from Washington State where she taught Sex Trafficking prevention in the schools. Karen is married to a wonderful man, Bob Altom, returning to his native Texas to retire in Lindale, TX.  Karen has 2 adult daughters and is also a counselor at the Tyler Pregnancy Resource Center. 


Lacey Neal--Social Media Director


We have the great honor of having Lacey on our team. She has served our country honorably in the Army for 16 years. She brings to us her expertise in the field of social media, design and administrative organizational skills. She is excited to serve once again for such a worthy cause.  


Fran Henson, CPA- Finance Officer


Fran has worked in the world of finance for large corporations for decades in Texas. She has served our ministry for many years and we are thankful for her dedication to us in the complex world of accounting.
