About the Founder
For nearly 20 years, prior to returning to Texas 4 years ago, Donna has lived in Phoenix, AZ. She has experienced first hand working with victims of sex trafficking, both minor and adult victims, in coordination with the Phoenix Vice Unit and FBI.
She was one of the original board members who founded the organization called 'Streetlight' (www.StreetlightUSA.org ) which is a 48 bed safe house facility for minor victims of sex trafficking and sexual exploitation in Glendale, AZ. She also has provided care for hundreds of young single mothers and assisted with victims of domestic violence and abuse.
When arriving in East Texas, it was her desire to offer assistance to young female victims of sex trafficking by providing a transitional living home along with educational assistance and spiritual guidance. This desire was met during the first three years under the name The PREP Home. Every lady that needed a High School diploma was able to acquire it while living at The PREP Home and over half of the girls were able to enroll and move on to college.
The housing program transitioned in 2017 into 'Rescue and Restore'. Rescue and Restore, while no longer offering housing, maintained the position of being first responders to Law Enforcment and rescuing any young woman reaching out for help. She continues to help any and all young women she can. She brings nearly two decades of experience in this industry to the people of her community.
Donna was called to the mission field as a young adult.
It was there that she first witnessed sexual exploitation while living in
S Korea. Donna has served as a missionary in Japan, Korea and Chile. She has also done short term work in Taipei, Swaziland (near South Africa)
and Central America.
Additional to her work in the field of Sex Trafficking, Donna was in Real Estate and Lending for nearly 15 years, as well as Business Development and Sales. She has been blessed with a very large and wonderful family. She is married to Don Fraser, who Is a Retired Naval Officer/Aviator and the Director of Annual Giving and Alumni at All Saints Episcopal School of Tyler, TX. Don was formerly the Director of Alumni Relations at Grand Canyon University in Phoenix and a former Board Member for 'Streetlight' in Phoenix. Don has been a caring father to most of our young ladies. He continues to help Rescue and Restore as the President of the Board.
Donna Fraser is a native of Dallas and she is excited about returning to her Texas roots and working in the beautiful Piney woods city of Tyler, Texas.
